Kaze ga Tsuyoku Fuiteiru follows Kakeru Kurahara, a former ace runner from Sendai Josei High School who is forced to start over after being caught shoplifting and chased out of a convenience store. On the run, he meets Haiji Kiyose, a student at the same university, who is struck by Kakeru's speed and persuades him to move into Chikusei-sou, the worn-down apartment building where Haiji lives with eight other students. After Kakeru loses his apartment deposit at a mahjong parlor, he reluctantly takes the offer and discovers that the shabby residence is actually the dormitory of the Kansei University Track Club.
Haiji has a far bigger dream in mind: entering the Hakone Ekiden, one of Japan's most prestigious university marathon relays. The problem is that, aside from Haiji and Kakeru, the residents are complete running novices, and none of them has any interest in joining a plan that sounds impossible. With only months before the deadline, the fourth-year student must persuade his classmates to train, trust one another, and grow into a team capable of chasing a dream far beyond their experience.
