In Heaven's Design Team, the work of creating life does not fall directly to God. After making the heavens and the earth, God decides that inventing every animal that will populate the planet is too troublesome, so the task is handed to a celestial design department instead. Acting as the link between the client and the creators is Shimoda, a newly hired angel who delivers divine requests and watches the process unfold from inside the office.
Each assignment becomes a strange but meticulous design challenge as the team tries to meet God's criteria. Shimoda observes coworkers such as Mizushima, Kimura, Tsuchiya, Kanamori, Ueda, Higuchi, Meido, and Unabara as they debate form, function, and feasibility while developing new creatures. Their ideas lead to giraffes, snakes, birds, anteaters, and countless other species, with every proposal tested against the practical demands of how an animal must live, move, eat, and survive. The series turns those trials and successes into a workplace comedy built around the endless variety of life and the imagination required to create it.
