Rolling☆Girls unfolds in a future Japan shattered after the Great Tokyo War. With the country divided into 10 independent nations, each region is controlled by a gang led by a "Best"—a self-proclaimed prophet with destructive superpowers—while ordinary people known as "Rests" live in the gaps between their ambitions.
Nozomi Moritomo is one of those Rests, a rookie in the local gang who looks up to Masami Utoku, her childhood friend and role model. As territorial disputes intensify, Masami is severely injured and can no longer fight, forcing Nozomi to take on the requests that have been sent to Masami from all over Japan. The job sends her traveling across the fractured country on her motorcycle, where every stop becomes another clash of local pride, shifting alliances, and open conflict.
On the road, Nozomi meets Yukina Kosaka, a shy girl with no sense of direction; Ai Hibiki, an upbeat girl who loves eating; and Chiaya Misono, a quiet, mysterious girl who hides behind a gas mask. Together, the four girls cross borders, get pulled into territorial wars and local disagreements, and uncover suspicious conspiracies that hint at how deep the nation’s collapse really runs.
